Online Shopping Tax Refunds Now Available in UAE
The United Arab Emirates has once again taken a pioneering role in digital services: it is the first country in the world where tourists can claim VAT refunds not only for in-store but also online purchases. This initiative by the Federal Tax Authority (FTA) marks another step towards reducing administrative burdens and enhancing digital services for travelers.
A Step Towards Digital Tourism Transformation
Previously, tourists could only request refunds for products purchased from stores registered as refund system participants. However, the new system extends this eligibility to online purchases as well, offering more options for visitors who prefer e-commerce. The system aims to encourage online shopping within the country while ensuring a secure and transparent validation process for refund eligibility.
The Federal Tax Authority launched the new service eight months ago, operating as a fully integrated electronic system. This system tracks tourists' purchases from their arrival in the country to their departure. Through digital monitoring, the authority precisely knows when, where, and what the tourist purchased and decides on refunds accordingly.
Digital Certification and Security Check
To claim a refund, tourists need to verify their identity during online purchases and prove their presence in the UAE. This is particularly important as, in other countries, non-local buyers often do not receive VAT refunds on online transactions due to difficulties in tracking and authenticating them. With this development, the UAE has made significant progress toward a secure digital economy.
The program currently collaborates with three e-commerce platforms but is ready to expand further. The condition for participation is compliance with authentication and tracking regulations. This also incentivizes online retailers to join the system, as it could provide a competitive edge among tourists.
Zero Bureaucracy, Maximum Efficiency
The digital VAT refund is part of the UAE Zero Bureaucracy Initiative, targeting comprehensive reforms to simplify and digitalize state services. During the "Digital Services with Zero Bureaucracy" strategic retreat, the FTA collaborated with government and private sector players to develop new proposals aimed at improving digital services, expediting processes, and enhancing user experience.
The initiative has already achieved remarkable results in its first phase:

These results have helped position the UAE as the top country in the global Tax Index ranking, which examines the simplicity and efficiency of the tax environment.
Phase Two: Artificial Intelligence and New Digital Models
The planning for the second phase is currently underway, and it is clear that the UAE is not satisfied with current achievements. This new phase emphasizes artificial intelligence applications, personalized digital services, and further administrative simplification.
Strategic planning involved more than 560 experts across 24 interactive workshops, resulting in over 589 development proposals. Of these ideas, more than 100 zero-bureaucracy processes have been approved in digital services; 64 have already been implemented, with others in progress.
The Federal Tax Authority's excellent performance has been officially recognized: the FTA has won the first Government Zero Bureaucracy Award in the category of impact on the business sector.
