UAE Law Enforcement: Inclusivity in Action

Safety with Inclusion: UAE Police Serving Determined People
The United Arab Emirates approaches social inclusion within law enforcement in an exemplary way. The country's goal is not only maintaining safety but also ensuring that every citizen, including the Determined People – those with special needs – is treated with equal dignity and attention.
A Community-Oriented Law Enforcement Model
The UAE's law enforcement agencies adopt a community-based approach. The essence is that society is not a passive participant in law enforcement but an active player. The police do not see themselves as a 'superior' authority, but as an institution in service of the community.
Following this philosophy, the International Centre for Security and Protection was established in Dubai, offering specialized training for police officers who may interact with members of the Determined People. The purpose of the training is to prepare officers to respond empathetically, competently, and professionally in crisis situations or even during everyday interactions.
Determined People – More Than a Label
In 2016, the UAE introduced the term “Determined People” instead of the conventional “disabled.” This linguistic shift is not merely symbolic: it aims to present these individuals, who overcome significant challenges daily with unwavering determination, in a dignified and inspiring way. This new approach also positively influences social perceptions.
Recognizing Hidden Disabilities
Not all special needs are immediately visible. Hidden disabilities – such as mental or neurological conditions – often lead to misunderstandings. To address this, Dubai Airports initiated the sunflower lanyard program to help identify passengers with hidden disabilities who need extra attention or assistance.
Such initiatives are crucial, as people who do not show obvious signs of their condition often face disbelief or are not taken seriously. According to the consultancy firm Design Confidence, this minority group is particularly vulnerable, which is why systems are needed to make them visible at the right moment.
International Exemplary Action
Dubai showcases this new approach at international conferences. At the World Police Summit 2025 event, the police not only exchanged experiences with authorities from other countries but also demonstrated how a social group can be integrated into the safety system as active participants, not just as recipients of aid.
Conclusion
The UAE demonstrates exemplary efforts in reconciling safety and inclusion. The measures introduced in law enforcement not only ease the lives of the Determined People but also contribute to the sensitization of society as a whole. The aim is a police force that not only protects but also understands, accepts, and supports.
