Dubai's roads are facing another change, which primarily affects courier services: under a new regulation coming into effect by the end of the year, the RTA – Roads and Transport Authority – has decreed that every motorcycle and e-bike used in corporate courier services must also have a license plate at the front. This new gold-colored plate with black characters complements the existing rear plate and is introduced with a special identifier, code (9). The goal is clear: to enhance road safety, make courier movements more efficient, and regulate the growing traffic on Dubai's streets.
Why is the new license plate needed?
In recent years, the delivery sector has boomed in the United Arab Emirates. In Dubai, a surge in orders has led to an increasing number of motorcycle couriers on the roads, posing a challenge for traffic management. Deliveries today involve not just food and packages but have evolved into a full-fledged industry with smartphone applications linked to daily order management platforms, smart logistics systems, and motorbike rental services.
However, the increased number of vehicles has also brought higher risks. Couriers often rush to meet tight delivery schedules, which frequently leads to rule violations or hazardous situations. The introduction of the front license plate is another step towards enabling authorities to identify these vehicles faster and more accurately, especially when violations occur.
Who does the new rule apply to?
It is important to note that the new regulation applies only to commercially operating motorcycles and e-bikes used as part of courier services, whether for document, package, or food delivery. It does not cover individually used motorcycles. The introduction is gradual, and replacing the license plate becomes mandatory with the renewal of the vehicle's registration.
The distinctive gold color of the license plate is deliberate – it clearly differentiates these couriers from other road users, thereby aiding the speed and efficiency of traffic checks.
Tightened Traffic Rules
The RTA and Dubai Police have previously tightened traffic rules concerning couriers, especially regarding the use of fast lanes. Current rules prohibit couriers from using the two innermost (left) lanes on roads with five or more lanes. On three or four-lane roads, using the innermost lane is banned for them. On two-lane roads, however, couriers can travel without restrictions.
This regulation serves the safety of couriers since traveling in faster lanes poses greater dangers to two-wheeled vehicles than cars. The new front license plate facilitates the recording of violations, as the vehicle can be identified from the front, for example, by camera systems.
Intentions Behind the Regulation
The RTA's goal goes beyond easing administrative controls; it also aims at developing traffic culture. The new license plate system is part of a comprehensive initiative to enhance road safety in Dubai. The authorities' long-term vision includes an urban transport system where speed is balanced with discipline and caution.
With the rapid spread of digital platforms, courier services are no longer traditional companies but are partly tech-based, partly logistics enterprises requiring increasingly complex operational rules. The RTA responds to these changes and strives to balance regulation with modern business models.
How does this affect couriers?
Corporate courier services must anticipate the new regulation, as every vehicle – be it a motorbike or e-bike – must be equipped with the new license plate. This means additional administrative tasks, as well as potential costs for manufacturing and installing the new plates. However, this step could enhance the prestige of courier services, as a vehicle with a gold plate might appear more official and reliable to customers.
