Dubai Faces Rising E-Scooter, Bicycle Accidents

Dubai, a modern metropolis, is known not only for its skyscrapers and luxury but also for its continuous development of transportation systems to make the city safer and more sustainable. However, the growing popularity of cycling and e-scooter use has presented new challenges in terms of traffic accidents. In 2024, there were 254 accidents involving cyclists and e-scooter users, resulting in 10 fatalities and 259 injuries. Among these, 17 were serious, 133 were moderate, and 109 were minor injuries. These figures were made public during an awareness campaign organized in collaboration with Dubai Police and the Roads and Transport Authority (RTA).
The aim of the campaign and enforcing the rules
The campaign focused on seven key areas in Dubai: Marina, Al Barsha, Al Rukn, and Al Murqqabat, Al Satwa, Khalid Bin Al Waleed Street, and Al Karama. The goal was to raise awareness of the importance of adhering to traffic rules, especially among cyclists and e-scooter users. Authorities emphasized that the use of designated lanes and paths is essential for safety. They also highlighted the use of safety equipment, such as approved helmets and reflective vests, as well as ensuring that bicycles have proper lighting and braking systems.
Dubai Police have stepped up traffic checks to ensure compliance with the rules and reduce dangerous driving behavior that could endanger lives and property.
Fines imposed for violations
Authorities declared firmly that failure to comply with the rules would result in fines. For instance, if someone travels by bicycle or e-scooter outside designated areas, they would face a fine of 300 dirhams. The same fine applies if someone travels on a road with a speed limit above 60 km/h.
Other violations, such as failing to meet the technical requirements specified by RTA, incur a 200 dirham fine. It's also punishable to carry a passenger on a bicycle or e-scooter without proper equipment, or if the driver or passenger does not wear a helmet and reflective vest. These violations incur a 200 dirham fine, while carrying a passenger on an e-scooter faces a 300 dirham fine.
Promoting safety and the role of the community
The Director of the Dubai Police Traffic Department emphasized that adhering to traffic rules and technical requirements, and using safety equipment is essential for the safety of cyclists, e-scooter users, and pedestrians. The goal is to reduce the number of accidents and increase public safety in the emirate. The public is encouraged to report dangerous driving behavior through the "Police Eye" service, accessible via the Dubai Police app or the "We Are All Police" service at the telephone number 901.
The Executive Director of RTA's Traffic and Roads Foundation highlighted that the collaboration between the RTA and Dubai Police is crucial in achieving traffic safety goals. Al Banna stated that the RTA continues to implement flexible mobility projects that contribute to integrating transportation systems under the "Dubai, the Bicycle-Friendly City" strategy. The RTA offers sustainable solutions to support cyclists and e-scooter users, including expanding cycle lanes and shared path infrastructure and implementing regulatory and awareness measures.
Results of awareness campaigns
He noted that in 2024, the RTA organized more than 80 awareness events reaching approximately 10,000 participants in Dubai. These events took place in areas with high cycling and e-scooter traffic, such as areas developed by real estate developers, commercial markets, tourist destinations, and strategic locations like Jumeirah Beach, the Dubai Water Canal, and Sheikh Mohammed Bin Rashid Boulevard.
The RTA also introduced digital permits for e-scooter use, developed safety standards, and expanded the creation of safe routes and infrastructure. These initiatives not only support flexible mobility but also contribute to reducing carbon emissions.
Conclusion
Dubai is taking significant steps towards transportation safety and sustainability, but the responsible conduct of cyclists and e-scooter users is essential to reducing accidents. By adhering to rules, using safety equipment, and actively engaging the community, Dubai can continue to be a safe and livable city for all forms of transportation.
