Unlicensed E-Bike Use: UAE's New Safety Directive

Two-Wheelers on Roads: Dangers of Unlicensed Use in UAE
Authorities in the United Arab Emirates are increasingly cracking down on the unlicensed use of electric bikes and scooters. Recently, the Ajman police and Dubai's transportation authority issued warnings regarding violations related to the use of two-wheelers. The goal is not only to enforce regulations but to improve road safety, especially in the rapidly growing sectors of e-scooters and motorcycle courier services.
What does the ban cover?
Authorities are particularly focusing on e-scooters and electric bikes used on public roads without permits. While these devices are convenient and sustainable, they can pose serious risks to users and other participants in traffic without proper licensing, maintenance, and safety measures.
The most common violations include:
failure to use protective gear (such as helmets),
driving the wrong way down one-way streets,
entering roads designated as exits,
using pedestrian crossings with two-wheeled vehicles,
lacking a professional motorcycle license or training certification.
Dubai's example: Couriers in the spotlight
Dubai's transport authority recently seized 19 motorcycles after delivery service drivers violated traffic rules. The most frequent offenses included lack of protective gear, inattentive driving, and driving without the qualifications required by the RTA.
The aim of these actions is clear: to reduce the number of accidents and restrict vehicles that do not meet the requirements for road traffic.
What must you know if you use an e-scooter or motorcycle in the UAE?
Permitted types: Only vehicle types approved by authorities are allowed on public roads.
Safety equipment: Wearing a helmet, visibility vest, and closed-toe shoes is mandatory for certain types of vehicles.
Professional certification: If someone works as a professional driver (e.g., courier), they need the appropriate training and certification.
Knowledge of traffic rules: The same rules apply to cyclists and e-scooter users as to other vehicles.
Why is it important to follow the rules?
Along with the growing popularity of two-wheelers, the risk of traffic accidents has also increased, particularly in urban areas. Breaking the rules does not only entail fines or vehicle confiscation but can also lead to life-threatening situations, endangering both one's own and others’ safety.
Authorities aim not at sanctions, but at raising awareness and improving traffic culture. However, this requires the cooperation of residents.
