Higher Education Institutions: Approval in Just One Week
The United Arab Emirates has taken another significant step towards streamlining and accelerating its educational system. As part of the Zero Government Bureaucracy program, the Ministry of Higher Education and Scientific Research has simplified the process for licensing higher education institutions and accrediting academic programs. With the introduction of the new system, a new higher education institution can start operations in as little as one week, and existing programs can be recognized and renewed faster.
What does this new system entail?
The aim of the transformation is to eliminate unnecessary administrative burdens while ensuring the maintenance of quality education. The new University Evaluation Framework introduces a unified, outcome-based assessment methodology applicable to both new and existing institutions.
The performance of higher education institutions will now be evaluated across the following six pillars, with specified weighting:
Academic outcomes – 25%
Scientific research results – 15%
Employment indicators – 25%
Partnership collaborations – 20%
International reputation and presence – 10%
Community involvement – 5%
Significant documentation simplification
Previously, establishing new institutions and accrediting their programs required submitting 28 different documents. The new system drastically reduces this administrative burden:
For establishing a new institution: from 28 documents to just 5
First accreditation for a new program: from 13 documents to just 1
For new program accreditation in existing institutions: from 13 down to 1 document
Renewal of existing program accreditation: from 11+ documents to just 1
Radically shorter timelines
The acceleration of processes has also been prioritized:
Licensing a new institution: reduced from 6 months to 1 week
Accreditation of a new academic program: reduced from 9 months to 1 week
Renewal of an existing program: maximum of 3 months compared to the previous 9 months
Additionally, the new regulations provide immediate authorization for universities already accredited by recognized authorities in their home countries. The same applies to internationally accepted programs, which can receive instant recognition.
